The explaination of the "NO OEM" and " OEM "
OEM unlocked means enable developer options. It allow the bootloader to be enlocked.
Once OEM unlocking is enabled, you can connect phone with computer and operate your phone on the computer. The permissions of these operations are higher than "USB debugging", such as unlocking the bootloader.
Actually most people no need OEM unlocking function, you can use other all functions of this phone without any problems.
